For safety, it can never hurt to be overly cautious. If you are walking in the evening hours then having a headlamp or flashlight will be beneficial. A big reason may include if you were to fall and injury yourself. If this were to occur then you would be able to flag someone down.

Absolutely you should wear a headlamp or carry a flashlight when doing any activity at night.  You should also wear reflective clothing, or if you do not have reflective belt or clothing, wear white.  Under no circumstances should you wear black or blue or other dark colors.  At night, driver's are not looking for you, you have to be looking for them.
