Can I lose fat and build muscle at the same time?

It is possible to simultaneously lose fat and build muscle at the same time but it is generally difficult for most people to accomplish. Generally most people need to pick one goal or the other and accomplish that first. Muscle is added by increasing caloric intake and protein intake combined with resistance training. To lose fat a mild caloric restriction combined with regular exercise will help lose fat mass but spare lean muscle mass. Choosing one goal at a time is a more effective strategy for long term results.

Yes you can and that's what we always recommend, or at least try not to lose muscle when dieting. With conventional dieting (as prescribed by diet centers, media or book advice, etc.), the body loses both fat and muscle (1/4 of weight lost is generally muscle so if you lose 20 lbs, 5 lbs would be muscle) when losing weight. This is not good for most people and can set you up for easy weight regain.
