Is This Mobile Surge in Africa Being Driven by Private Entrepreneurs More Than Government?

I would think that on balance it's the private entrepreneurs and the telcos, mainly public companies that are driving it, but over the last 18 months there's been a very interesting kind of wake up by government. One notable in particular, is the very go-ahead Minister of Telecommunications in Nigeria, Mrs Omobola Johnson.

She's very much behind the notion saying that, in Nigeria she wants 100 million kids to have low cost tablets because she wants to revolutionize the approach to education. Which in turn, if you've got education and a tablet, and connectivity, and mobile Internet that can then also help to accelerate better health practice and public health factors.
