It's because they are developing countries. That is, if you had the money and the governmental organisation, and sort of the civil cooperation, you could eradicate malaria anywhere you wanted to. We have the technology today. However, in areas where there isn't the money, and there isn't the organisation or the cooperation to do it, it's almost impossible to control the vector and the mosquitoes.
