The fact that we haven't actually done this, is sort of remarkable to me, because it's not like we haven't diagnosed this over and over and over and over and over again. Maybe I'm just getting old, but I've been in this movie a longtime and we seem to have identified these issues.

When I first came here in 1985 it wasn't like a mystery then and I wasn't like the one who discovered it, there were a lot of people before me who had said the same things that we've talked about. So what surprises me is that we haven't acted and I think the metaphor of global warming is a little bit like that until something happens that really shakes you up you don't do anything about it and it kind of drifts along and that's what surprised me that we haven't acted more forcefully and I think to the great credit of the president, he achieved something that no other president in the last 100 years has done, which he got something done, passed by congress which no other president in a century of thinking about this staff, has been able to do, and I salute him for that.

But now we got to make it work.
