How would the government protect us from bioterrorists using smallpox?

The government has a plan in place to immediately vaccinate people as a way to stop an outbreak caused by bioterrorists. If an emergency occurs, there is enough smallpox vaccine to protect everyone who would need it from becoming infected. There is no cure for smallpox, so it is important to vaccinate an at-risk population.
