What exactly Toby Cosgrove said to himself when he became the CEO is what am I presiding over, it's a sick care system, and what he has tried to do, what the ACOs and the PPA Bill tries to do or what's called Obama Care, is it tries to make it a health care system where we incentivise for people staying healthy.
That's the real fix. But we are in such a morass now in this transition period and in the period where although were those not in transition, we don't know whether, whats going to happen, some of the parts of the bill that we've not been able to institute that program. But that's really the choice if we get there we can be a health care system.
