There are two issues. One is there's a focus on short term savings not thinking about the long term, so that if we need to just meet this budget today we need to make this cut not recognizing that we could be saving billions of dollars by investing in this program. What I understand based on my testimony is that there are two different buckets.
So the bucket that's being used to save money from sequester has nothing to do with the bucket that funds Medicare and Medicaid, so that even though you can save money by exempting these programs here for this, they're different pots of the federal budget.
