The American Academy of Pediatrics (AAP) program "Helping Babies Breath", is an evidence-based educational program to teach neonatal resuscitation techniques in resource-limited areas. It is an initiative of the AAP in collaboration with the World Health Organization (WHO), US Agency for International Development (USAID), Saving Newborn Lives, the National Institute of Child Health and Development, and a number of other global health organizations.

By invitation of AAP, Dr Mulligan successfully completed the first Master Trainer Course.  In the next few months, Dr Mulligan will act as faculty offering the course in Spanish at the ALAPE Conference http://www.alape-upconference.org/  ALAPE is an organization representing several thousand pediatricians from 22 Latin American, Caribbean and European Pediatric Societies." In addition, a date has been confirmed to train Florida Medical Association and Florida Chapter of the AAP physicians volunteering in Haiti and other developing countries."
