It's possible for verrucous carcinoma to spread through the body, but it's quite rare. Verrucous carcinoma can develop in a variety of places, most commonly the oral cavity and in the genitoanal area and feet. Usually, tumors stay pretty localized in whatever area they initially form. They may grow deeper into the skin or tissue, and may even affect nearby bone, but the tumors are pretty slow-growing. It's rare for the cancer to spread to distant parts of the body past the place where they begin.
