Why might some cyberbullies have an accomplice?

Often, cyberbullies who misuse the Internet to target others achieve their goal by using accomplices. When trouble hits, their accomplices are responsible for their acts of bullying, not the third party who instigated the situation. The third party gets away without getting caught or suffering any consequences.
