Should a soccer off-season program contain more running or more lifting?

As a soccer player, the majority of your off-season work should be directed more toward field work such as speed, agility, quickness, plyometrics, and soccer skill devlopment.  Regardless, you will still need to include weight lifting, or resistance training, into the program design.  Proper strength and power development from resistance training will enhance your soccer athleticism.  A well-designed soccer performance training program will integrate resistance training into your field and skill development work.
