Do I have to be fat to be a successful power lifter?

No. While many power lifters do have a higher percent of body fat, this is not a requirement of the sport and many (especially in off season), become quite lean. You will grow in size because you will be doing the type of heavy lifting that results in size gains, not necessarily fat gains. Power lifters compete in weight classes from 52kg to 125kg+ so that represents a wide range of competitive sizes.
