Dr. PHILBIN is my Primary Physician at the Wilkes Barre, PA, VAMC (VETERANS MEDICAL CENTER).He is one of the finest doctors I have ever had. He listens to you and answers all your questions and concerns. He explains things to you in a layman's terms so you understand what He is explaining to you. He has a great bedside manner.
