    LIVESTRONG answered:
An independent practitioners association (IPA) is a group of independent physicians and other medical providers (may include hospitals and medical centers) who contract with health plans, such as health maintenance organization (HMOs) and Medicare Advantage plans, to provide specific services at contracted rates. In most cases, health care coverage is only provided within that network, with the possible exception of emergency or urgent care services.
