Vacuum extraction is used when the fetus is not being delivered rapidly enough and is at risk for hypoxia (low oxygen). Another would be when the mother's contractions become weaker and the mother is not able on her own, and quickly enough, to ensure the safety of the baby during the remainder of the delivery.
