    Dr. Mehmet Oz answered:

Be especially careful in the winter, when exposed areas such as your face, neck, hands and ears are most prone to windburn. Sunburn is surprisingly common in the winter because 80 percent of the sun's ultraviolet (UV) rays can reflect off the snow. That means UV rays are shining down on you and reflecting up off the ground. The cold wind will only make any existing sunburn worse, so cover up as much as possible to protect your skin. Use sunscreen with a high SPF and keep your skin moisturized.

Avoid staying outside for prolonged periods of time when the temperature is 20 degrees or less.
