    This could be from thyroid disease, kidney failure, sinus disorders, congestive heart failure, dermatologic conditions, and a host of other things. See a comprehensive operator, oculoplastic specialist, or cornea and external disease specialist to rule out local problems and order appropriate laboratory tests. If these are inconclusive, a simple skin biopsy can be done in the office.
