Can I have a HRA and a healthcare FSA to cover healthcare costs?

    Yes. Federal tax law allows people to have a health reimbursement account* (HRA) and a health care flexible spending account (FSA).

    However, there are federal guidelines that explain which expenses can be paid by each account. These guidelines also determine which account should pay first. In most cases, the HRA will pay first. In addition, employers may also set limits on what expenses can be paid by the accounts. They may also choose which account should pay first, i.e. FSA will pay first.

    The IRS may modify the list of eligible expenses from time to time, and your employer may limit coverage on certain eligible items. Review your plan documents for more information.
