That is a tricky question. It is important to first define tone to adequately answer it. If by toning you mean losing fat on the thighs and upper leg, then there is really no best exercise. There is a concept referred to as spot reducing, and the hope is that by doing exercises for an area, fat will come off of that particular area. The problem is that fat loss does not work that way. The only way fat is lost is to eat fewer calories than you burn (or burn more than you eat…whatever sounds better to you). If your calories are too high and you furiously work a muscle, you may actually grow that muscle; pushing the fat over it out a bit further (this may be how many women came to believe working out with weights made them big). Fat will come off of the body only in a calorie deficit and the location the fat reduces is determined by your genetics and particular physiology. The only way to target fat loss is through surgery. The good news is that doing the right things will eventually have fat coming off of all areas of the body. Create a plan that is doable for the long haul and eventually you will lose fat from all over the body, even those trouble spots.

To tone your upper leg muscles, try the leg extension:

Start by sitting up straight, with both feet flat on the floor in front of you.
    • Lift your left leg off the floor until it is extended straight in front of you. Slowly lower your leg so that your left foot is flat on the floor. Repeat this 10-15 times.
    • Lift your right leg off the floor until it is extended straight in front of you. Slowly lower your leg so that your right foot is flat on the floor. Repeat this 10-15 times.
